These locks are new in bulk packaging. (Simple plastic bag) These ARE California approved. They do have the extra metal shield on the cable. If for any reason they dont fit or you aren’t happy, please return them for a full refund. Sorry but these locks do not match the keys of our trigger locks or our older cable locks.
